Duty list of Safety Counselors / TI (Safety) – Headquarters Office-Churchgate- Mumbai

  

1

SC / TI(S) must know at least 5 latest case histories of accidents, which occurred due to unsafe practices by his departmental staff for counseling field staff.

2.

SC / TI(S) must be up to date in his knowledge of his departmental Safety instructions and must have readily available copies of such instructions.

3.

During any inspection SC / TI(S) must critically take note of shortcomings , items of ignorance, short cut method in use, safety instructions being ignored , pay special attention to staff who are indulging in this.

4.

Identifying & Counsel at least 10 staff per month who have confusion / ignorance about the safe working methods and remove their doubt in such a way that they adopt safe working methods.

5.

Identifying such staff who are having bad habits viz. drinking while on duty or off duty, sleeping on duty leaving work place , long absenteeism, careless working etc, and counsel them about the demerits of such habits and instill enthusiasm into them for safety. Also keeping on a special watch on them over a period of time.

6.

Report as many system inadequacies pertaining to their department as possible.

7.

SC / TI(S) must make out a register indicating his observations date-wise . Staff counseled name wise, while highlighting action required for further follow up. This register should be put up to the concerned HQ Safety officer every month.

8.

They should be prompt in office and effective counseling should be imparted to the field staff whenever going line duty.

9.

All the files of concerned HQ safety officers must be routed through concerned HQ -SC / TI(S)-CCG where he will give his technical opinion & ensure that file are not delayed him as well as by the ministerial staff.

10.

Summarizing the deficiencies noticed in the inspection notes issued by him self & HQ safety officers and also PHOD / HOD of respective department and put to concerned HQ safety Officers for perusal of CSO-CCG every month.

11.

They shall inspect units pertaining to their department including 4 night inspection per month and keep neat and clean record of this.

12.

Whenever the concerned HQ safety officer is going on line duty, the concerned HQ - SC / TI(S) will accompany him.

13.

To carryout all other works / instruction given by concerned HQ safety officer.

Duty List of Staff of Safety Department – H.Q. --CCG

1) OS/Safety – 1, ( Over all incharge of office)

Establishment – Training, Joining, Reliving of Staff/ Officers and local

Instructions- Musters etc. & all files related to Personal department

Preparation of Duty list of all Ministerial staff , Safety Counselors &

Officers. Monitoring CR of Staff.

All files routed through OS.

GM narrative reports, Rly Board Safety shield.

Arranging pass & PTO for staff , supervisors & safety officers.

She will be responsible for any work assigned to the safety cell.

Promptness of movement of files will be ensured by her.

To look after the work of OS/2 in his absence

Any other work assigned by any HQ Safety Officer from time to time.

2) OS - 2 ,

RSRC – Part –I & II

Inspection – (I) CSO & above level Monitoring the compliance of inspection notes of MR, MOSR, CRB, GM, CSO , other VIPs all PHODs/HODs/DRM/ADRM for the items mark to CSO.

Weekly safety Inspection reports for the meeting at Railway Board.

Inspections – II – Below CSO level Monitoring the inspection of HQ – CCG Safety officers and Safety Counselor.

Keeping the Data records of inspection of All Officers & Safety Counselors of all divisions & their performance monitoring.

Multidisciplinary, Accountability Group & Insp of other committees as per directives of Railway Board, Study tour of parliamentary & Standing Committee.

To look after the work of OS/1 in her absence

Any other work assigned by any HQ Safety Officers from time to time

3) OS – 3.

Safety Corporate Plan & Safety Action Plan - Monitoring the safety related works done by various departments.

Account and Audit Objections,

Launching of all Safety Drives and chasing compliance reports from all divisions and other departments & matters relating to Safety Drive.

Disaster Management Plan Preparation , Printing, Updating Delivering and all matter related to this topics & HLC recommendations.

Vehicle for Safety Department

Check of fire in pantry cars

RTI & PQ , writ petion files and court cases.

Inter Railway Inspection and within Railway Safety Audit, Safety Seminar, Safety review meeting & Policy

Development of testing kits as directed by safety officers
