Loco organizations at HQ under the control of CEE is supported by CELE in
discharging his duties.
The loco organization with HQ/Divisional/unit in-charges and their assisting officers

HQ level:
Officer in-charge for Loco Maintenance and operation. CELE assisted by Dy.CEE/Loco-operation and technical & ministerial staff. For DHD workshop for activities connected with Electric Loco Mid Term Rehabilitation and POH assisted by Dy.CEE/Loco, and technical & ministerial staff.

(a) BCT DIVISION

The duties of Loco Officers are indicated in AC Traction Manual Part-1.
Ministerial staff: the office records are maintained by Office Superintendent.
Technical staff: Technical Staff comprises of Sr.section Engineers, Section
Engineers, Junior engineer Gr-1, CLI, CTLC/TLCs. They look after the technical
requirement for Loco and MEMU maintenance & Operation.
ii) The procedure followed in its decision making, channel of supervision &
accountability;
All the matters pertaining to Loco and MEMU are scrutinized, analyzed &
recommended by technical section and reviewed by the officer assisting and finally
approved or decided by the officer in-charge.
iii The norms set by it for discharge of its functions
The directives/guidelines issued by Rly.Board & RDSO are pursued for
implementation in operation and maintenance of electric locos & MEMU.
Canon of financial propriety – Budgeting and control over expenditure
iv) The rules, regulations, instruction, manuals and records used by its employees
for discharging its functions
Special Maintenance Instructions issued by RDSO and headquarter from time to
time on equipment maintenance.
RDSO specifications, RDSO’s Codes of practices, RDSO Drawings, RDSO, CLW
and ICF/RCF approved supplier list on varies equipments issued from time to time
including various Indian Standards (IS) and other relevant standards.
G&SR, SWR, Accident manual of Railways.
v) A statement of the categories of documents held by it or under its control

2.0 Traction Distribution

TRD organization at HQ under the control of CEE is supported by CEDE &
Dy.CEE/TRD-1 in discharging his duties.
The TRD organization with HQ/Divisional/unit In-charges and their assisting
officers is as under

All the matters pertaining to Traction Distribution (TRD) are scrutinized,
Analyzed & recommended by technical section and reviewed by the officer
Assisting and finally approved or decided by the officer in-charge
ii) The norms set by it for discharge of its functions
The norms for Traction and distribution are defined in ACTM.
iii) The rules, regulations, instructions, manuals and records used by its
employees for discharging its duties;
AC Traction Manual (ACTM) defines the complete set of rules & regulation
to be followed.
Overhead line crossing Regulations have also been issued by Railway Board.
This comprises of norms and procedures to be followed.
Special Maintenance Instructions issued by RDSO from time to time on
equipment maintenance.
RDSO specifications, RDSO’s Codes of practices, RDSO Drawings, RDSO & CORE
approved supplier list on various equipments issued from time to time including
various Indian Standards (BIS) and other relevant standards.

Western Railway has introduced new “state of the art” AC/DC EMU rakes
Fitted with Siemens Electrics for suburban services. The new Siemens rakes have
been incorporated with several new features as under –
Energy regeneration capability during braking.
New exterior colour scheme.
Provision of forced air ventilation system.
Soothing interiors and exteriors.
Improved lift up windows with fixed poly carbonate louver at top with tinted glass.
Aesthetically designed quality passenger seats.
Better riding comfort with provision of pneumatic suspension at secondary side.
Provision of passenger information system.
The Performance of various systems has been continuously monitored very closely. The
solution to the important issues were found and implemented for ensuring satisfactory
services.

General Services Organization at HQ under the control of CEE is supported by CESE,
SEE (C&C) & AEE (TL) & AEE (P) in discharging his duties.
The General Services organization with HQ/Divisional/unit In-charges and their assisting
